Dick Cheney on his heart pump and Obama's record

With a new heart, Dick Cheney is back.

In an exclusive interview with ABC News' Jonathan Karl, Cheney reflects on the "miracle" that a heart transplant promises to give him years of added life. And Cheney shows he is as confrontational as ever, taking on President Obama -- and even Sarah Palin.

Cheney, 71, details how far back he has come. He remembers waking from weeks of heavy sedation after having a pump installed in his heart in 2010, a grueling operation that left him seeing his own mortality in the mirror.

"Two years ago this time I was on a respirator, heavily sedated. Just had a pump... installed on my heart because my heart had gotten so weak after six heart attacks and 30-some years of heart disease that it was, you know, it was at the end," he said.

"I lost 40 pounds. I was heavily sedated in the intensive care unit for weeks afterwards. I had pneumonia while I was in recovering from the surgery. And by the time I came out from under I looked in a mirror and what I saw was my dad shortly before he died. He was in his 80s," Cheney said.

That is why Cheney, in his first interview since his heart transplant four months ago, calls his recovery "nothing short of a miracle."

"I haven't felt this good in years," he said.

He doesn't know who gave him his new heart because protocol is to maintain anonymity, but the former vice president said there is a program that allows an intermediary to reach out to the donor family to see if they want contact with the recipient.

"At some point I would be, you know, certainly amenable to contact with the family. But we have not at this point exchanged any information," Cheney said.

If contact was made, Cheney said he would "express my gratitude for what's a magnificent gift. I can't think of a more magnificent gift than to be given additional years of life."

Healthy again, Cheney has resumed his love of fishing and his frank evaluations of politicians, including himself.

Cheney left office as one of the most unpopular vice presidents in the country's history, but the man known for his defiance of public opinion is vintage Cheney.

"I'm very comfortable with what I did, and why I did it, and how I did it," he said.

When asked if he had any regrets, Cheney replied, "Not really."

"You can't be judged, and shouldn't judge, people in those senior levels by the polls," he told ABC News.

He does not spare his fellow Republicans, calling Sen. John McCain's selection of Sarah Palin as his vice president running mate a "mistake."

Cheney said Palin had been governor of Alaska for two years at the time and "did not pass the test" of being ready to be president.

He also wryly described how the list of vice presidential candidates is used by officials up for reelection.

"I had a couple of calls from politicians who'd say, 'You know, it'd really help me in my race back home, Dick, if I was on the list.' Done. You're on the list," said Cheney. "Then somebody could go leak the fact that they were on the list."

Cheney helped vet candidates for Gerald Ford in 1976 and George W. Bush in 2006 that ultimately settled on Cheney.

"But that was the big list. It was easy to get on the big list. The tough part is the small list, the one that's really under active consideration," he said.

Cheney's harshest criticism, however, was for President Obama.

"I obviously am not a big fan of President Obama. I think he's been one of our weakest presidents. I just fundamentally disagree with him philosophically. I'd be hard put to find any Democratic president that I've disagreed with more," he said.

When asked if he thought Obama was "worse than Jimmy Carter," Cheney replied, "Yes."

Cheney gave Obama credited for killing al Qaeda leader Osama bin Laden, but added that "a lot of that intelligence that laid the groundwork for what ultimately led to the capture of Bin Laden [was] as a result of programs we had in place in the Bush administration."

He was sharply critical, however, of Obama's plans to withdraw troops from Iraq and Afghanistan.

"We should not be running for the exits. We should not be turning our backs on our friends in that part of the world," he said.

Union: Universities facing financial crisis

HEBRON (Ma'an) -- Universities are suffering from a financial crisis due to the delay in payments from the Palestinian Authority, union leader Amjad Barham said Saturday.

Barham said universities' deficits were impacting their performances, pointing to student protests at Birzeit University on Saturday over rising tuition fees.

If financial difficulties continue, universities will not be able to fulfill their essential role in creating educated citizens for an independent Palestinian state, he said in a statement.

The union urged regional and Islamic states to support higher education in Palestine.

India had 56% of new leprosy infections in 2010

India accounted for 56 percent of the world's new leprosy infections in 2010 despite declaring itself free of the nerve-destroying disease five years earlier, a report said Saturday.

Of the 228,474 new leprosy cases in the world in 2010, India accounted for 126,800, S.D. Gokhale, president of the International Leprosy Union (India), told the Press Trust of India news agency.

"If the union and state governments do not take serious note of this fact and initiate effective steps to eradicate leprosy, the problem will become more acute," Gokhale was quoted as saying.

Leprosy is a curable chronic infectious disease which mainly affects the skin, peripheral nerves, upper respiratory tract and the eyes.

The bacteria that causes the disease multiply very slowly and the incubation period is about five years. Symptoms can take as long as 20 years to appear.

Gokhale, speaking following a three-day meeting of the International Leprosy Union in the western Indian city of Pune, said the leprosy infection figures had been confirmed by India's health ministry.

Surgeons banned from human research

Two University of California at Davis surgeons have been banned from doing human research after they injected bacteria into the head wounds of consenting terminally ill patients without university authorization, according to a letter sent from the school to the U.S. Food and Drug Administration.

The university ordered Drs. J. Paul Muizelaar and Rudolph J. Schrot to immediately "cease and desist" doing the procedure last fall, according to the letter, dated Oct. 17, 2011, obtained by the Sacramento Bee.

Chancellor Linda P.B. Katehi has ordered a review into the actions of Muizelaar, who is chairman of the department of neurological surgery at U.C. Davis, and Schrot, an assistant professor.

The lack of approval before conducting human research could jeopardize the school's federal funding, said Rosamond Rhodes, director of bioethics education at the Mount Sinai School of Medicine.

"You are required to comply with federal rules if you are an institution accepting federal funding for research," she said. "Whether or not the project is funded by the federal government, it still has to comply with the rules."

A spokesperson for the FDA told ABCNews.com it "cannot confirm nor deny the existence of an investigation."

The surgeons said they were given consent by three terminal patients with glioblastomas, tumors that arise from the supportive tissue of the brain, to insert bacteria into their head wounds. The doctors believed the bacteria would create a postoperative infection that could help the patients live longer, according to documents included in the letter to the FDA.

The surgeons insisted they were conducting an innovative treatment, not research.

"There are people who blatantly break the rules that endanger all of their research programs. We certainly didn't blatantly trample any rules," Muizelaar told the Sacramento Bee.

Two of the patients contracted sepsis and died as a result of the procedure, according to the university.

Harris A. Lewin, vice chancellor for research, wrote that the experimental procedure, which had been conducted on three patients without university or FDA permission, "constituted serious and continuing noncompliance reportable to the FDA."

Muizelaar was ordered to hand off his clinical investigations, while Schrot was required to take the FDA's Clinical Investigator Training Course "to assure he possesses requisite knowledge to perform future studies, if and as permitted," the letter stated.

On Thursday, the California Institute for Regenerative Medicine awarded the university $53 million for research into Huntington's disease, limb ischemia and osteoporosis.

Star-studded audience for Olympic opening ceremony

LONDON (AP) ? The Olympic opening ceremony had monarchs, presidents, prime ministers, Michelle Obama and the cast of "Downton Abbey" ? and that was just in the audience.

The ceremony itself included Muhammad Ali, Paul McCartney and David Beckham ? who drove the Olympic flame down the Thames in a speedboat. This was a decidedly A-list affair.

Among the 60,000 spectators at Olympic Stadium was Queen Elizabeth II, her husband Prince Philip and younger royals including Prince William and his wife Kate, and Prince Harry.

There was a sprinkling of screen stars, including British actors Richard E. Grant and Orlando Bloom, who stopped to take pictures with British soldiers and fans outside the stadium.

"I'm a big fan of Danny Boyle, so I'm excited to see what he's done," Bloom said.

Actor Hugh Bonneville, who plays aristocrat Lord Grantham in the costume drama "Downton Abbey," tweeted a picture of his fellow cast-members arriving at the stadium.

Across town in Hyde Park, Duran Duran, Paolo Nutini, Stereophonics and Snow Patrol played at a concert for music fans who couldn't go to the ceremony, which was shown on big screens.

The British government says more than 80 heads of state and government were in the Olympic Stadium audience, including royalty from Brunei, Luxembourg, the Netherlands, Spain and Sweden.

The U.S. was represented by first lady Michelle Obama, and Republican presidential hopeful Mitt Romney was also on hand, a day after making himself unpopular in Britain by expressing doubts about the country's ability to pull off a successful games.

Britain proved Friday it could pull off a successful opening ceremony. Boyle's show, a 27 million pound ($42 million) spectacular titled "Isles of Wonder," drew rave reviews from live and television spectators.

Beckham, who helped bring the games to London, said the ceremony was "an amazing moment."

FACT CHECK: Treaty unlikely to curb US gun rights

(AP) ? Negotiators at the United Nations are working to put final touches on a treaty cracking down on the global, $60 billion business of illicit trading in small arms, a move aimed at curbing violence in some of the most troubled corners of the world. In the United States, gun activists denounce it as an end run around their constitutional right to bear arms.

"Without apology, the NRA wants no part of any treaty that infringes on the precious right of lawful Americans to keep and bear arms," National Rifle Association Executive Vice President Wayne LaPierre told the U.N. this month. "Any treaty that includes civilian firearms ownership in its scope will be met with the NRA's greatest force of opposition."

And treaty opponent John Bolton, who was President George W. Bush's ambassador to the U.N., wrote that gun-control advocates "hope to use restrictions on international gun sales to control gun sales at home."

But what both ignore is a well-enshrined legal principle that says no treaty can override the Constitution or U.S. laws.

In fact, a first draft of the treaty circulated in New York this week has been criticized by arms-control activists for containing too many loopholes. For instance, it doesn't include a proposed ban on ammunition trade. Gun activists are standing firm in near-blanket opposition to such a ban, as last Friday's deadly Aurora, Colo., theater shooting rampage heightens interest in the deliberations and raises the stakes.

While the treaty controversy is simmering in Congress and on the Internet, it hasn't yet become a burning issue in the presidential race.

President Barack Obama supports the treaty effort but hasn't talked about it on the campaign trail. Presumptive Republican nominee Mitt Romney hasn't specifically addressed the treaty but broadly opposes what he sees as overreach by the U.N. on many fronts.

"I'm willing to talk there. I'm not willing to give the United Nations sovereignty in any way or form" over U.S. citizens or law, Romney said at a July 18 town hall in Bowling Green, Ohio.

Romney and Obama did spar long-distance over the narrower issue of U.S. gun control laws this week, with Obama suggesting stiffer regulations in a speech Wednesday night to the National Urban League and Romney arguing in an NBC interview from London, where he is traveling, that America does not need new gun laws.

The Constitution's Second Amendment offers broad protection for weapons ownership by civilians. As recently as 2008, the Supreme Court affirmed this when it struck down a ban on handguns in the District of Columbia, ruling that individuals have a constitutional right to keep guns for self-defense and other purposes. Period.

The court also has ruled separately that treaty obligations may not infringe on individual constitutional protections and rights within U.S. borders. This goes back at least to a 1920 ruling that a migratory bird treaty with Canada, which prohibited the hunting or capturing of certain birds, was an unconstitutional interference with states' rights under the 10th Amendment.

Treaties are government-to-government agreements and do not subject citizens of one nation to laws of another or to those of an outside body.

Also, the U.N. resolution that authorized drafting of the small arms treaty recognizes the clear-cut right of nations "to regulate internal transfers of arms" and says nothing in the treaty that emerges will affect "constitutional protections on private ownership" of firearms.

Beyond that, there are many court rulings spelling out the limits of treaties. And if an act of Congress is inconsistent with a treaty obligation, the law passed by Congress prevails. Legal scholars say this has been well-established, including a long history of cases involving Indian treaties. Various international treaties with Indian tribes were abrogated by Congress ? and courts ruled in favor of Congress, much to the displeasure of the tribes.

A proposed treaty to regulate exports and imports of small weapons has been on the U.N. agenda since 2006, and Bush ordered a U.S. veto of that move.

Obama got the process rolling again in 2010. So far, 152 nations have participated in the drafting and Secretary of State Hillary Rodham Clinton has pledged to push for Senate ratification once there is a final document.

But it may be an empty gesture.

Treaties must be ratified by two-thirds of the 100-member Senate, or 67 votes. And with pressure mounting from the gun lobby, led by the politically powerful NRA, a bipartisan letter opposing such a treaty already gained the signatures of well over 50 senators.

Even so, mushrooming fears have spread on the Internet and on social networks lately, with some pro-gun activists even suggesting the Obama administration was capitalizing on the Colorado killings to advance its case for gun control and others portraying it as a darker plot by the U.N. to expand its reach.

The controversy feeds into suggestions by many conservatives that Obama ultimately hopes to ban possession of firearms, even though he has stood up for protecting Second Amendment rights.

Some gun-rights advocates acknowledge that a treaty by itself wouldn't likely undercut these Second Amendment guarantees.

"But there are all kinds of ways that international law insinuates itself into U.S. law even when there's not a formal ratification," said David Kopel, research director for the conservative Independence Institute, based in Golden, Colo.

For instance, he suggests a treaty could affect the shipment of certain gun parts to U.S. manufacturers, even if the United States does not sign the treaty.

But Gabor Rona, international legal director of Human Rights First, said, "The circle created by the treaty and the circle created by the Second Amendment simply don't intersect at all."

"There is no doubt that the Constitution is superior to any international treaties," said Rona, who also teaches international law at Columbia University.

Today's vote marks a high point for Paul, who is retires at the end of the year. His signature bill requires a full audit of the Federal Reserve ? a move that critics, including Fed chair Ben Bernanke, dub 'nightmarish.'

Ron Paul?s last legislative ride in Congress was a resounding victory: His bill to require more extensive auditing of the Federal Reserve swept to passage in a bipartisan vote Wednesday afternoon, 327 to 98. Eighty-nine Democrats sided with all but one of the chamber?s Republicans on the measure.

Representative Paul, the Texas libertarian and three-time presidential candidate, is a longtime skeptic of the nation?s central bank and has put Audit the Fed, as the legislation is colloquially known, as his?attempt at reining in the central bank?s power. There's little appetite on Capitol Hill to do what Mr. Paul would ultimately prefer ? that is, to end the Fed altogether.

?The whole idea that they can deal in trillions of dollars and know that nobody is allowed to ask them a question is a moral hazard,? Paul said after the vote. ?And this removes that moral hazard.?

The Democrats who sided with Paul were a mix of those in tough reelection contests in conservative leaning districts, such as Rep. Ben Chandler (D) of Kentucky, and the most left-leaning, progressive House members, who have long held deep suspicions of the Fed, such as Rep. Lloyd Doggett (D) of Texas.Two members seeking seats in the Senate ? Rep. Shelley Berkley (D) of Nevada and Rep. Tammy Baldwin (D) of Wisconsin ? both voted for the measure.

The bill, which has zero chance of passage in the Democrat-controlled Senate although it has 21 Republican sponsors in that chamber, would require a ?full audit? of the Federal Reserve by the Comptroller General of the United States before the end of 2012. More importantly, it gives Congress the authority to implement such audits in the future.

Fed Chairman Ben Bernanke recently told the House Committee on Financial Services, which provides oversight of the Fed, that the bank already has plenty of measures in place to ensure transparency. These include testimony before Congress, minutes of meetings between the members of the bank?s board of governors, an audited annual financial statement, the?ability of the Government Accountability Office to audit ?essentially all aspects? of the bank?s operations, and new requirements for openness placed upon it by the Dodd-Frank financial reform law, Mr. Bernanke said last week.

(AP) ? The drought gripping more than half the country is a major reason why consumers can expect to pay 3 percent to 4 percent more for groceries next year, the U.S. Department of Agriculture said Wednesday.

Milk, eggs, beef, poultry and pork prices will all be affected because the drought has pushed up prices for feed, and that will eventually translate into higher prices for steaks, hamburger, pork chops and chicken. The good news for cost-conscious consumers is that prices for fruits and vegetables, as well as processed foods, aren't affected as much by the drought.

Exactly how much more people might pay for a pound of hamburger, for example, isn't known because those prices are affected by lots of factors, including how much of the increase a given supermarket might pass along to the consumer. But beef prices as a whole are expected to see the biggest jump at 4 percent to 5 percent, according to the USDA.

Dairy product prices are forecast to climb 3.5 percent to 4.5 percent; poultry and egg prices are projected to rise 3 percent to 4 percent; and pork prices are expected to rise 2.5 percent to 3.5 percent in 2013, the agency said.

"In 2013 as a result of this drought we are looking at above-normal food price inflation. ... Consumers are certainly going to feel it," USDA economist Richard Volpe said.

Normal grocery price inflation is about 2.8 percent a year, Volpe said, so even a 3 percent increase is slightly higher than usual. The USDA kept its projected food price increase for 2012 steady at 2.5 percent to 3.5 percent, saying average retail food prices were flat for the first half of 2012 thanks to unusually low fruit and vegetable prices as well as lower prices for milk and pork.

The new forecasts are the agency's first food price projections to factor in the drought, though experts have been warning for a few weeks that prices will rise. As fields dry out and crops wither across much of the country's midsection, prices for corn, soybeans and other commodities have soared in anticipation of tight supplies. That means farmers and ranchers will have to pay more to feed their livestock, and those costs eventually get passed on to consumers. Food prices typically climb about 1 percent for every 50 percent increase in average corn prices, according to agricultural economists.

Processed foods aren't affected as much because feed costs don't account for as much of their price tag. And fruits and vegetables aren't expected to be any more costly because they are irrigated even in normal weather. The USDA is projecting an overall 2 percent to 3 percent increase for all fruits and vegetables next year, the same as it expects this year.

USDA economists were aware of the drought a month ago when they did their last projections but didn't know how bad it would get, Volpe said.

"This drought was a surprise for everybody," Volpe said. "The USDA was forecasting a record year for the corn crop until this drought materialized. Now we're not going to get that."

The drought now covers around 60 percent of the continental United States, the largest area since the epic droughts of the 1930s and 1950s.

"It's a disaster," said Rick Tolman, CEO of the National Corn Growers Association, who noted farmers started out the season anticipating a record 14 billion bushel corn crop. The drought is expected to cut production by roughly 3 billion bushels. "We would have had adequate supplies, prices would have gone down. Instead we have the drought," he said.

Poultry prices will be the first to rise because chickens and turkeys need only a few months to grow to market size, Volpe said. Beef and pork take longer, and the agency actually revised its beef price projection for 2012 downward because producers are sending more cattle to the market as they reduce their herds in response to the drought, he said.

Meat and poultry prices will be more affected than processed food prices because feed prices represent the biggest part of their cost of production. Processed food prices are less affected because corn and other ingredients typically make up just a fraction of their production costs compared with expenses such as transportation and marketing.

Food companies are already reacting, even turning abroad in some cases to blunt the impact of higher corn prices and tight supplies. Smithfield Foods Inc., the world's largest pork producer, has bought corn from Brazil, spokeswoman Keira Lombardo confirmed.

The drought is creating multiple problems for dairy farmers that consumers will eventually feel, said Ed Jesse, an emeritus professor of agricultural economics at the University of Wisconsin-Madison.

Farmers have begun culling their herds, which will mean less milk down the line. Also, cows give less milk in that heat, and the milk they do produce is lower in proteins and butterfat, Jesse said. That means cheese and butter prices are going up because it takes more milk to produce the same amount.

Jesse predicted that milk prices for consumers will rise by 10 percent or more, and he expects those prices to stay high into next year until herds start to recover.

"I don't think farmers are in a very happy state right now," he said.

Russia: Syria says chemical arsenal safeguarded: agency

MOSCOW (Reuters) - Moscow has received "firm assurances" from Damascus that its Syrian chemical arsenal is "fully safeguarded", Russian Deputy Foreign Minister Gennady Gatilov told the state-owned Itar-Tass news agency.

"We have received firm assurances from Damascus that the security of this arsenal is fully safeguarded," Gatilov told the agency in an interview published on Wednesday.

Syrian Foreign Ministry spokesman Jihad Makdissi acknowledged on Monday that the country had chemical weapons, and Western countries and Israel have expressed fears chemical weapons could fall into the hands of militant groups as Assad's authority erodes.
