Dominion and FuelCell Energy to Build North America?s Largest Fuel Cell Power Plant in Connecticut

Dominion, a large energy company based in Virginia, and FuelCell Energy Inc. (FCE), a Connecticut manufacturer of fuel cell power plants, have announced that they will be developing the largest fuel cell power plant in North America. Located in Bridgeport, Conn., the plant will use a clean-tech process to transform natural gas into electricity. The 14.9 megawatt facility will produce enough electricity for about 15,000 homes delivered through a local micro-grid.

The $125 million Dominion Bridgeport Fuel Cell project is part of the state of Connecticut?s Project 150, a program designed to increase renewable and clean energy projects in the state by 150 megawatts. The program brings together private and public funds through the state?s Clean Energy Finance and Investment Authority (CEFIA) to support development of clean energy projects. The City of Bridgeport is also providing tax incentives to support the fuel cell project. The Connecticut Light & Power Company (CL&P) will buy the electricity under a 15-year purchase agreement.

Dominion, through its subsidiary Dominion Bridgeport Fuel Cell LLC, is contracting FuelCell Energy to build, operate, and maintain the plant. FCE will supply five of its top-of-the-line 2.8 megawatt DFC3000s fuel cell plants. Construction is to begin immediately, and the facility is scheduled to go into operation in 2013.

FCE?s DFC3000 operates at a very high 47 percent efficiency, according to the company. A company announcement says that fuel cells generate ?ultra-clean? power ?electrochemically, without combustion.? Fuel cell generation emits dramatically lower levels of pollutants such as nitrogen oxide (NOx), sulfur dioxide (SOx) and particulate matter. Fuel cell technology lends itself to distributed generation, which places power generation close to the point of use, reducing ?the need for electric utilities to invest in costly and difficult to site transmission and distribution grids,? according to FCE.

Dominion CEO Thomas F. Farrell said in a company announcement that Dominion is ?adding fuel cell technology to our energy portfolio that already includes wind, hydro, biomass and, soon, solar.? Dominion owns wind farms in West Virginia and Indiana, a biomass power plant in Virginia, and hydroelectric power stations in Virginia and North Carolina. The company recently initiated a pilot project to test solar-power generation on rooftops leased from commercial and industrial firms.

Israel to evict settlers from 4 Hebron homes

JERUSALEM (AP) ? The Israeli government says it will evict two Jewish settler families from property they seized in the volatile West Bank city of Hebron.

As part of a campaign to tighten Jewish control of Hebron, two settler families took over four stalls in the town's Arab wholesale market a decade ago and turned them into homes.

The plots are owned by a Jewish family that left the city before Jordan took it over in the late 1940s. Palestinians have been renting it since as protected tenants.

On Monday, Israel it would clear the homes by April 24. It did not rule out the settlers' request to transfer the property to other Jews because the property belongs to Jews.

Hebron is home to 180,000 Palestinians. Several hundred ultranationalist settlers also live there.

2 Kansas officers fatally shot outside market

TOPEKA, Kan. (AP) ? Two Kansas police officers were fatally shot outside a grocery store Sunday while responding to a report of a suspicious vehicle, authorities said.

Topeka Police Chief Ronald Miller called the shootings of Cpl. David Gogian and Officer Jeff Atherly "unspeakable." He said both Gogian, 50, and Atherly, 29, were shot in the head by a gunman who opened fire on them within minutes of their arrival to investigate the vehicle.

"It's clearly beyond words. It's unspeakable almost about why this happens and why this is happening in America at this stage in our history," Miller said.

Police were searching for a 22-year-old man believed to have been the one who fired on the officers from the vehicle. He remained at large Sunday night. Miller didn't know the motive for the shooting but said the suspect has a criminal history, though he wouldn't elaborate.

A third officer who went to the scene to check on the vehicle was not injured in the shooting.

Gogian and Atherly were taken to a hospital and later pronounced dead.

The call about the vehicle came shortly after 6 p.m. Sunday, police said. Gogian and Atherly had arrived as backup for another officer when someone in the vehicle they were investigating started shooting.

"I don't believe they had any idea this situation was going to go this direction as quickly as it did," Miller said.

Police would not say whether the officers had reached the vehicle when they were shot or what kind of gun was used in the shooting.

Miller said there was more than one person in the vehicle, which later was found outside a house about 10 blocks from the grocery store. Officers searched the home but didn't find the shooting suspect.

The chief declined to say why officers were investigating the vehicle and why it was considered suspicious.

Old neighborhoods, economically and ethnically diverse, surround the grocery store. Some of the homes are a century old, and they vary in how well they've been kept up. Green space behind the store is home to an annual art fair, and the city's public library is within walking distance.

A small crowd met for a candlelight vigil Sunday night outside police headquarters after hearing about the shooting. As the group gathered, police officials announced to reporters nearby that the officers had died.

Gogian started with the Topeka Police Department in September 2004. Atherly had been with the department since April 2011.

Miller said Gogian was a retired military serviceman. It wasn't immediately clear what branch of the military. He has a son who's also a Topeka police officer.

"He had spent his life in service to his country and in the city of Topeka," the chief said.

Meanwhile, Atherly was "just getting started" in his career, he said.

The last time a Topeka officer was killed in the line of duty was 2000, and it's been longer than that ? since 1995 ? that one was fatally shot on the job.

When the Harvester sprang to life in Lincoln in 2010, my nose perked up at the delicious meaty smells wafting out from the kitchens.

It was something Lincoln had been lacking for some time; a decent grill and salad eatery that would offer reasonable prices on the city's waterfront.

The chain has more than 200 restaurants across the country and the city's venue commands a good position overlooking the barges on the Brayford.

Despite the views, the chill in the air when my friend and I visited at the start of December meant we shot straight inside to the warmth and tantalising smells of sizzling ribs and chicken.

Having already visited before on a few occasions, I knew what to expect, although I'd never been in a busy Saturday night before.

I had been told over the phone that I was unable to make a reservation, which was disappointing, but understandable in a fast-moving restaurant.

When my friend and I arrived, we were told there was a 15-minute wait for a table but we were welcome to wait at the bar and order a drink. It was frustrating to have to pay by card for two cokes and not have them added to the bill, though.

After a short wait, we were shown to a table. After a quick look at the menu, which had been updated with several new additions since my last visit in August, a busy but very friendly waiter came to take our order.

Despite the large portions ? which are always made to feel even larger due to the free salad bar on offer for all diners ? we decided we would share a starter. Unfortunately, we were told our first choice of creamy garlic mushrooms with crusty bread was unavailable, so we instead opted for the loaded potato skins.

I then chose the belly boneless ribs and chicken breast with peas, new potatoes and a side of country gravy for my main, while my friend opted for the baby back BBQ ribs and quarter chicken with corn on the cob, chips and an extra pot of BBQ sauce. We also both asked for a glass of Pinot Grigio to accompany our meal.

Before any of our order arrived, we headed to the salad bar to fill up on the usual variety. I'm sad to say that this wasn't up to the usual standard.

There were several empty containers and lots of food had spilled into containers next to each other. This is frustrating as I am famously known for not liking mayonnaise, which now covered a lot of the other salad items I would have chosen.

We both filled up as best we could and the bits we did get were nice and crunchy, with good dressing (Red Devil for me and a creamy Thousand Island for her).

The fast and friendly service continued, however, with our wine waiting for us at the table.

Our shared starter was unfortunately another disappointment. The potato skins were very dry in texture and the toppings were rather bland, with a definite taste of having been brought in frozen and then quickly re-heated. We didn't finish the small portion between us.

The main courses however, redeemed the venue in my eyes. The food was hot and tasty and the meat juicy and tender. Everything was well-seasoned and the accompanying sauces added an extra level of flavour to the dish. The portion sizes were also generous.

We weren't asked if we wanted dessert, but as the menus are on the table, perhaps the staff expect customers to indicate if they are interested in pudding. We were far too full for anything more, so just asked for the bill. While this visit wasn't outstanding, I was happy with the main course and I will return on a quieter night.

THE FOOD: Fully Loaded Skins to share ?3.99; The Original Combo ?8.69; the Harvester Combo ?9.99; two cokes ?4.90; three glasses of Pinot Grigio ?9.45.

TOTAL: ?32.12.

FINAL VERDICT: Good main courses, but a disappointing starter and salad bar; a busy and bustling dining environment with friendly staff.

Robots that look like people?are nothing new, but not all of them truly aim to imitate the human body. The Kenshiro robot, an ongoing project at the University of Tokyo, aims to simulate a person right down the muscles and bones.

Kenshiro is the latest in a series that started with Kenta, a robot made to imitate, in simplified form, most of the human body's musculature. A quasi-futuristic shell and staring eyes gave it a slightly nightmarish appearance, but the robot itself was groundbreaking. With about 100 cables and motors, it simulated dozens of muscle structures.

Now, the upgraded and renamed version has 160 pulley-like robo-muscles ? more than any other humanoid robot in the world. There are 76 in the torso, 22 in the neck, 25 in each leg, and 12 in each shoulder. The many muscles and tendons governing the face, hands, and feet are left out or grossly simplified, being at present too complex to include.

The result is a headless skeleton that may or may not be more terrifying than its predecessor. But seeing it in motion is what really drops you into the uncanny valley:

While some movements are still halting and lack the fluidity of smaller, more purpose-built systems like artificial hands or legs, the human quality of Kenshiro's motion?is difficult to deny.

The muscles, bone structure and spine are meant to work and flex the way ours do, not just accomplish similar tasks.?The idea is to eventually build a robot that not only looks like a human or can work in the same space as humans, but one that actually moves and acts using the same principles and mechanisms.

That means striking a balance between weight, power?and speed. Our own bodies are marvels of efficiency and elegance (notwithstanding a few bum evolutionary hand-me-downs), so matching it will be no easy task. Kenshiro is made to have about the size and weight of a 120-pound human male, but the motors and materials necessary to produce a similar range of movement and power?would make the robot too heavy.

The leader of the project, Yuto Nakanishi, is (among other things)?currently working on his team's entry to the DARPA Robotics Challenge, in which several leading robot makers are working to create a humanoid rescue?robot. Chances are that the next time Kenshiro gets a big update, it'll have more than a little competition.

Now the series is tied at 1-1 since the Nets moved to Brooklyn, both games coming down to the tense final minutes.

"It is (a rivalry). I mean, after that first game, we might as well accept that," Anthony said. "It is what it is. They're on our division, we see them four times a year. It is a rivalry. It's great for New York to have that in Brooklyn and in Manhattan. When we come here it's a battle. When they come there, it's going to be a battle. We expect that."

Andray Blatche scored 23 points in place of Brook Lopez, who missed his sixth straight game with a sprained right foot. Williams added 18 points and 10 assists, and Reggie Evans grabbed 18 rebounds, but the Nets lost their fifth straight.

Gerald Wallace scored 17 points, but both he and Williams missed potential tying 3-pointers on the last possession after Kidd broke a 97-all tie with his 3-pointer from the left side while being fouled by Jerry Stackhouse.

Kidd missed the free throw in an otherwise terrific effort for the 39-year-old point guard who helped carry the Knicks while fellow point guard Raymond Felton was struggling through a 3-for-12 night. Kidd had six rebounds and six assists, playing 38 minutes.

There were wild swings in momentum and crowd support in the second half, once the Knicks had gotten themselves untracked after the Nets threatened to run them off the floor in the first quarter.

The crowd was loud and energetic, the players and fans eventually matching the playoff-like intensity from the first meeting, a 96-89 Nets victory in overtime here on Nov. 26. That had left both teams tied atop the Atlantic Division at 9-4, but the Knicks have since gone 7-1 to surge to the top of the Eastern Conference, while Brooklyn has gone 2-5.

It occasionally felt like a Knicks home game, with "MVP! MVP!" chants for Anthony ? which the Knicks think he deserves ? and a black-and-orange dressed Spike Lee sitting courtside and yelling at the referees.

"He's had some pretty good games under my tutelage but I just think tonight he wanted it so badly, man," Knicks coach Mike Woodson said. "He made shot after shot."

The Brooklyn native never wanted to play in New Jersey, preferring instead a trade to the Knicks, and Kidd eventually wanted out after leading the Nets to two NBA Finals but never the local popularity of the Knicks.

But despite their efforts, the Nets had plenty of chances to send their fans home happy.

"This was a winnable game," Nets coach Avery Johnson said, "but we just couldn't quite close it."

The Nets scored the first five points, gave up a 3-pointer to Kidd, then outscored the Knicks 16-2 over the next five-plus minutes to open a 21-5 lead on Blatche's layup with 4:29 left in the first quarter. Brooklyn hit nine of its first 11 shots, led by as much as 17 and was ahead 30-16 going to the second. Blatche had 12 points on 6-of-7 shooting in eight minutes.

The Nets still led by 16 with 4:49 remaining in the half, but Anthony nailed a jumper and 3-pointer, triggering an 18-6 run to end the half that he capped with a layup with 1.8 seconds left, bringing the Knicks within 53-49 as they headed to the locker room.

The Knicks scored the first five points of the second half to take their first lead, but Williams quickly put the Nets back ahead and Blatche helped them stay there. Brooklyn was back up by nine late in the third quarter before settling for a 79-74 lead.

Brooklyn held the lead until Kidd tied it a 91 on a 3-pointer with 4:01 to play. The Nets lost a potential go-ahead basket when Blatche's tip in was ruled an offensive violation, and Anthony tipped in his own miss to give New York a 93-91 edge with 2:47 to play.

The Nets tied it again at 95 when Wallace ? who just moments before had banged knees hard with J.R. Smith and could barely stand ? tipped in a miss. Two free throws by Anthony followed by Joe Johnson's basket set the stage for Kidd's go-ahead shot.

NOTES: At a ceremony Tuesday afternoon, a flagpole from Ebbets Field was dedicated outside Barclays Center. Sharon Robinson, daughter of Dodgers Hall of Famer Jackie Robinson, took part in the ceremony, as did Stackhouse, who wears Robinson's No. 42. The flagpole had been donated to a local VFW post after the stadium was demolished in 1960 and remained at that site until Nets part-owner Bruce Ratner, the Barclays Center developer, obtained it in 2007 with the plan of bringing it here. "I think that's a beautiful connection to Ebbets Field," Robinson said. "To imagine this flying over Ebbets Field and that the Brooklyn Dodgers being so much part of that history, to have this plaque will remind them that the Brooklyn Dodgers were here and made such a difference in the community and now we have the Brooklyn Nets." ... The Knicks play their next six games at home starting Thursday against the Lakers. They host the Nets on Dec. 19 and don't go back on the road until opening a three-game trip against the Lakers in Los Angeles on Christmas.

More than 12,000 protest Michigan "right-to-work" laws

LANSING, Michigan (Reuters) - More than 12,000 workers from throughout Michigan and the U.S. Midwest crowded into the state Capitol and marched outside in freezing temperatures on Tuesday as the legislature began debating a "right-to-work" law restricting unions in a stronghold of organized labor.

Michigan State Police Inspector Gene Adamczyk said the Capitol building was closed to visitors when it reached capacity of 2,200. An estimated 10,000 people demonstrated outside.

Protesters lined the railings of the inner rotunda of the Capitol in Lansing as the Republican-majority Michigan House of Representatives began debate on a law that would strike a heavy blow against unions by prohibiting them from compelling workers to be members and pay dues.

The pro-union forces earlier had chanted "Hey hey, ho ho, right-to-work has got to go," and "What's disgusting, union busting," inside the building where police had arrested eight protesters last Thursday as Republicans gave preliminary approval to the laws.

Supporters of the right-to-work legislation also were inside the Capitol and on the grounds nearby, although they were heavily outnumbered by opponents. Security was tight with police dressed in riot gear, carrying long batons and with spray canisters on their belts.

Outside, where a nearby bank sign showed the temperature at 25 degrees Fahrenheit (-4 Celsius) and light snow fell, four inflatable rats dubbed the "Rat Pack" depicted Republican Governor Rick Snyder and the party leaders who have led the right-to-work effort.

A man dressed as Santa Claus stood on the Capitol steps holding a sign saying that Republicans had stolen Christmas.

The show of force by unionized workers recalled huge rallies in Wisconsin two years ago when Republicans voted to curb public sector unions.

Several school districts in Michigan were closed as teachers went to Lansing to join the rallies.

Jen Penz, a union steward for teacher aides at Warren Consolidated Schools, said 260 teachers called in sick there, forcing schools to close in the district near Detroit.

"We're not abandoning our students. We're here to protect their future," Penz said. "We're setting a good example for them.

Ann Patnaude, deputy state director for Americans for Prosperity and a supporter of right-to-work, said many people are confused about the issue.

"The unions are still going to be around," she said. "There's still going to be collective bargaining. This is about freedom, the right to choose."

The bills under consideration by the Republican-controlled Michigan House of Representatives on Tuesday would cover private, and public sector unions, except for fire and police. Snyder has pledged to sign the bills quickly.

The right-to-work movement has been growing in the United States in recent years. Indiana earlier this year became the first state in the industrial Midwest to approve right-to-work and several other states are watching the Michigan action closely.

Michigan would become the 24th state to enact right-to-work provisions. Passage of the legislation would be a stunning blow to the power of organized labor in the United States, which has suffered a series of setbacks in recent years.

Wisconsin Republicans in 2011 passed laws severely restricting the power of public sector unions. While Wisconsin did not even attempt to pass right-to-work, the success of Republicans there in curbing powerful unions such as teachers and state workers emboldened politicians in other states to follow suit.

UNION HOTBED

Michigan is home of the heavily unionized U.S. auto industry, with some 700 manufacturing plants in the state. It is also the birthplace of the United Auto Workers, the richest U.S. labor union. Michigan has the fifth highest percentage of unionized workers in the United States at 17.5 percent.

While new Michigan laws would not be expected to have much immediate impact because existing union contracts would be preserved, they could eventually weaken the UAW, which has already seen its influence wane in negotiating with the major automakers.

Right-to-work laws typically allow workers to hold a job without being forced to join a union or pay union dues.

President Barack Obama waded into the debate during a visit to the Daimler Detroit Diesel plant in Redford, Michigan, on Monday, criticizing the Republican right-to-work effort.

"What they're really talking about is giving you the right to work for less money," Obama said.

Labor leaders such as UAW President Bob King say they were blindsided by Snyder, who last Thursday announced he was supporting right-to-work after nearly two years of saying the issue was too divisive.

King was unsuccessful in more than a week of talks with Snyder and his staff in staving off the right-to-work push by the Republicans, who will lose several seats when newly elected members take their seats in the Michigan House and Senate in January.

Detroit area is headquarters for General Motors Co, Ford Motor Co and Chrysler, which is majority owned by Fiat SpA.

Mick Jagger love letters fetch $300K at auction

LONDON -- A collection of love letters written by Rolling Stones frontman Mick Jagger to American singer Marsha Hunt, believed to be the inspiration for the band's hit single "Brown Sugar", sold at Sotheby's on Wednesday for 187,250 pounds ($301,000).

The 10 letters, dating from the summer of 1969, had been expected to fetch 70-100,000 pounds, according to the auctioneer.

"The passage of time has given these letters a place in our cultural history," Hunt said after the London sale.

"1969 saw the ebbing of a crucial, revolutionary era, highly influenced by such artists as The Beatles, The Rolling Stones, James Brown and Bob Dylan.

"Their inner thoughts should not be the property of only their families, but the public at large, to reveal who these influential artists were?-- not as commercial images, but their private selves."

Hunt, with whom Jagger had his first child, Karis, told Britain's Guardian newspaper last month that she was selling the letters, written in July and August 1969, because she had been unable to pay her bills.

"I'm broke," Hunt, who lives in France, told the newspaper.

Jagger wrote them to Hunt while filming the Tony Richardson movie "Ned Kelly" in Australia.

They showed a sensitive side of the then-young singer, who wrote about the poetry of Emily Dickinson, meeting author Christopher Isherwood and an unrealized multimedia project.

Jagger's relationship with Hunt, who is African-American, was kept under wraps until 1972.

Hunt has said she was the inspiration for Brown Sugar, which Jagger wrote while in Australia.

The rock star also cites in the letters the disintegration of his relationship with singer Marianne Faithfull, whom he was also dating at the time, and the death of Rolling Stones' guitarist Brian Jones.

There has been a surge in interest in the rock band this year, as Jagger and his three surviving bandmates celebrate the 50th anniversary of the Stones with a series of concerts, a photo book and a greatest hits album.

Congo rebels say they will return to peace talks

KAMPALA, Uganda (AP) ? A leader for eastern Congo's rebels says they will attend a meeting in the Ugandan capital later Tuesday with the Congolese government delegation after failing to show up Monday.

Rene Abandi of the M23 rebels told The Associated Press on Tuesday that the group avoided the Monday meeting because it was "a press event, not a meeting." The rebels' failure to attend the meeting threatened to throw the peace talks into disarray, with Raymond Tshibanda, the Congolese foreign minister, saying the talks will not be credible if the rebels disrespect mediators.

Tshibanda is expected late Tuesday to deliver a rebuttal to strong criticism by M23 Executive Secretary Francois Rucogoza, who charged on Sunday that the Congo government lacks "visionary leadership" and had not integrated former rebels into the army.

Wall Street edges up, led by McDonald's and tech

NEW YORK (Reuters) - Stocks advanced slightly on Monday, helped by gains in McDonald's after the fast-food giant posted strong sales results, and a move up in technology shares.

Technology stocks were the S&P 500's best-performing sector as Hewlett-Packard Co climbed 2.5 percent to $14.14 on rumors that activist investor Carl Icahn is building a stake in the PC maker. The stock is down 44.5 percent for the year and ranks as the Dow's worst performer.

Tech was also supported by Cisco Systems , which gained 2.2 percent to $19.75 after the company presented its midterm growth strategy on Friday. Monday's rally put the stock on track for its fifth advance in the past six sessions.

U.S. President Barack Obama met with Republican House Speaker John Boehner on Sunday to negotiate a budget deal. A Boehner aide said Monday that talks are continuing. Obama is expected to make remarks at 2 p.m. from Michigan where he is touring an auto plant.

Persistent worries about the negotiations over the "fiscal cliff," a series of automatic tax hikes and spending cuts that could hurt economic growth next year, have kept market moves small of late.

"The funnel is starting to get narrower and narrower at the end of the year. We're waiting for political resolutions, waiting for headlines," said Brian Battle, director of trading at Performance Trust Capital Partners, in Chicago.

The benchmark S&P 500 index has yet to see a move greater than 0.5 percent in either direction for December, and hasn't moved more than 1 percent either way since November 23. However, the market has regained most of the losses incurred post-election as investors refocused on the fiscal cliff.

McDonald's Corp gave the Dow a jolt, gaining 1.3 percent to $89.66, as its November sales were stronger than expected and showed a bounce back from a decline in October.

The Dow Jones industrial average <.dji> rose 22.11 points, or 0.17 percent, to 13,177.24. The Standard & Poor's 500 Index <.spx> gained just 0.75 of a point, or 0.05 percent, at 1,418.82. The Nasdaq Composite Index <.ixic> was up 5.38 points, or 0.18 percent, at 2,983.42.

News out of Italy kept sentiment in check as Prime Minister Mario Monti said he would resign after the approval of the 2013 budget. The move added to uncertainty about progress being made to tackle the euro zone's debt problem and drove Italy's borrowing costs higher.
